Your telegram dated 19th noted. Mr. YING has

come to Hong Kong and says that the matter in

question should be dealt with quickly, but an

amount of $700 or $800 should be paid in advance.

He also wants to see the Head in order to relate

his hardship. I told him that the Head was not in

Hong Kong. I have reported the same and received

a reply to the effect that payment may probably be

made accordingly after the job is accomplished. I

have told Mr. YING to return to Shanghai immediately

I am of the opinion that it was not their

intention to cause the delay in this job. It is

true that funds are required in making arrangements.

I know Messrs. YING and SUNG very well and I dare
